Abstract

The article analyses changes in the structure of revenues, expenditures, and debt of the urban-rural municipality of Żabno in the years 2019–2023. The main objective is to assess the financial stability of the local government unit under conditions of significant socio-economic turbulence caused by the COVID-19 pandemic, rising inflation, and the consequences of the war in Ukraine. The study applies a case study approach supported by quantitative and qualitative analysis of budgetary data as well as indicator-based assessment. Financial stability is operationalised through selected fiscal ratios, including the debt-to-revenue ratio, the share of capital expenditures in total spending, per capita revenues and expenditures, and the structure of income sources. A comparative analysis with urban–rural municipalities in Poland was conducted using data from the Local Data Bank (Statistics Poland). The findings indicate that municipal revenues increased from PLN 79.3 million to PLN 111.7 million (an increase of 40.8%), while expenditures rose from PLN 75.6 million to PLN 116.1 million (an increase of 53.6%) during the analysed period. Capital expenditures increased more than fivefold, from PLN 7.7 million to PLN 39.0 million, and their share in total spending rose from 10.2% to 33.6%, exceeding the average level observed in urban–rural municipalities in Poland. The debt-to-revenue ratio remained at a safe level of 16–25%. The results confirm that the municipality of Żabno pursued a balanced and development-oriented fiscal policy, combining prudent debt management with intensive investment activity despite adverse economic conditions.
